JOB DESCRIPTION:


Alstom Power, Inc., a global leader and provider of power generation 
engineering, products, and services, is seeking a Construction 
Manager for its Wind North America business.  The individual will 
manage the overall technical and commercial responsibility for 
construction of Alstom Wind's assembly facility and later for Wind 
projects.

Basic Functions
 
The Construction Manager has overall technical and commercial 
responsibility for facility construction and wind farm projects. 
He / She shall be the official interface with contractors, customer 
as well as any other Alstom Power global entities involved at site. 
The Construction Manager is responsible for the execution of the 
project within or under budget and according to schedule while 
maintaining high Customer Satisfaction.  This position requires 
approximately 40% travel.
 
Essential Functions
 
The essential functions of the position include, but are not limited 
to, the following (will be required to perform other functions as 
assigned):
Monitors and regulates contractors and subcontractors to ensure 
compliance with OSHA regulations and Alstom safety requirements.
Effect a timely contract completion with high customer satisfaction.
Manages and coordinates contractors and subcontractors construction 
activities.
Assists with compilation and tracking of contractor submittals 
through the appropriate review process.
Coordinates activities of General Contractor and Alstom direct 
subcontractors to ensure proper priorities are given to activities 
to best support the project milestones.
Assists the Project Managers as needed to successfully complete the 
project in a safe and timely manner. 
Monitors manpower requirements, materials requests and usage, and 
efficiency and productivity of construction crews. 
Analyzes construction process and makes recommendations based upon 
project interest.
Provide overall direction of Alstom staff, Architect/Engineer, 
Contractor, Vendors and any Third Party on a construction site or 
wind farm projects.
Develop and implement the integrated project schedule and prepare 
recovery plans when necessary ensuring all contract parameters are 
being met.
Ensure on-time delivery of quality information, material, 
workmanship, field support and product performance.
Administer requirements of Architect/Engineer or 
Engineer/Constructor contracts and compliance with prime contract.
Manage project risks to avoid paying warranty repairs, significant 
back charges, or L/Ds for performance or delay
Administer engineering and scope changes.
Approve/release specifications, RFQs to allow procurement based on 
specifications and Approve all purchase orders for contract 
materials, services and Quality Assurance and Control requirements.
Issues various periodic reports detailing financial and schedule 
status of project(s) and respond to critical issues at project 
review meetings.
Provide support at construction review meetings to ensure that 
engineering is consistent with the construction plan and schedule.
Participates in owner meetings as required.
Provide sales support as required to maintain and improve quality 
and competitiveness of proposals.
Contributes to the development of standards and procedures and 
implement tools to improve quality and effectiveness of project 
activities.
Determines methods of budget improvement.        
Associate Qualifications
Experience in the power generation area with at least two years 
experience in wind or field with similar skill set.
Experience to have executed a complete project in this field from 
NTP throughout warranty.
Demonstrated leadership in a multi-national team with team members 
being allocated in Europe and/or Asia.
Flexible and open minded.
Ability to work effectively in a multi-national company environment 
with guidance coming out of both Europe and local region.
Customer oriented but tough in representing Alstom's interests.
Goal oriented to improve cash, profit, delivery time, etc. of the 
project
Strong contracts and claim knowledge
Basic financial understandings

Qualifications
 
Education
Bachelor of Science Degree in Engineering
Minimum 8-10 years construction or project management-related 
experience in the power industry experience.
Skills/Experience
Knowledge of Microsoft Windows
Knowledge of Microsoft Office
Experience in overall design, testing, and operation of power plants 
and power plant equipment
Understanding of ALSTOM engineering, projects, and procurement 
policies and procedures
Experience with ALSTOM scheduling tools (Primavera, MS Projects). 
Familiar with A/E design practices, design bases, and design 
techniques and ensures compliance with industry-accepted practices.
Strong problem solving, creativity, and communication skills.
