JOB DESCRIPTION:


Responsibilities: 
Manages and Leads the Project Controls Service team under the 
Construction and 
Program Management Group in the Transportation Department. Leads 
staff 
performing CPM scheduling and Cost Estimating services in support of 
construction 
management services for clients. Provides Quality Assurance/Quality 
Control for 
schedule narratives, reports, time scale diagrams, presentation 
graphics, cost 
estimates, quantity take-offs, and unit pricing prepared by project 
control team. 
Review and analyze schedule submittals prepared by contractor 
personnel.  
Participate in scheduling meetings with the owner and contractor. 
Actively lead and 
participate in project controls services performed by team.  Review 
construction 
plans and specifications. Perform quantity take-offs.  Identify and 
determine unit 
pricing.  Perform construction crew determination and analysis. 
Perform productivity 
analysis. Identify construction activities, logic relationships, and 
predecessor/successor logic. Prepare project CPM schedules, reports, 
narrative, 
and time scale diagram.  Review and analyze project schedules.  
Ability to maintain 
and update project schedules.  Perform “what if’ analysis. Perform 
time-impact 
analysis.  Supervise the work of project controls team.  Prepare 
task budgets. 
Perform construction management support services as assigned, 
including 
constructability reviews, field supervision, proposal preparation 
and business 
development. Prepare project status and monthly status reports. 
Prepare and 
manage project/task budgets.  Participate in interviewing of cost 
estimators, 
engineers, and schedulers.  Provide technical guidance to project 
controls staff.

Qualifications: 
Degree in engineering or construction management. Proficient in CPM 
scheduling 
and Cost Estimating services. Proficient in using CPM scheduling 
software, 
preferably with Primavera scheduling software, and with Cost 
Estimating software. 
Ability to read and interpret construction plans and specifications. 
Ability to 
perform quantity take-offs. Understanding of construction 
principles. Ability to 
communicate both in writing and orally. Minimum of 10 years 
progressive 
experience performing CPM scheduling or Cost Estimating services, 
including 4 
years of supervisory experience. PE preferred or ability to obtain 
one.
